The Ontario government is taking significant steps to enhance its health care system with the re-introduction of the More Convenient Care Act, 2025. This move is designed to support the province’s broader strategy of delivering high-quality, publicly funded care to residents in the most efficient and accessible way possible.

The legislation focuses on three key pillars: stronger governance, improved patient care, and streamlined service delivery. These changes aim to align care across regions and make it easier for Ontarians to access the health services they need.

Key Legislative Highlights

Improved Governance and Transparency

  • A transparency framework will require staffing agencies to disclose administrative mark-up rates through the new Health Care Staffing Agency Reporting Act.
  • Updated governance practices will support hospitals with clearer tools and best practices to deliver better care.

Patient-Centered Enhancements

  • The provincial electronic health record (EHR) system will be modernized, allowing eligible Ontarians to securely access their personal health information online via Health811.
  • Nurse practitioners will now be permitted to complete mandatory blood testing forms. This change expands access to critical services for victims of crime, paramedics, correctional officers, medical trainees, and others.
  • The government is assessing options to strengthen consistency in mental health and addiction services.
  • Ambulance vehicle and equipment standards are being reviewed to improve emergency response effectiveness.

Efficient Health Service Delivery

  • The authority of the Chief Medical Officer of Health will be reinforced to ensure public health orders are consistent across local jurisdictions.

This legislation builds on Ontario’s Your Health: A Plan for Connected and Convenient Care initiative, further supporting long-term improvements in care delivery.

Implications for Industry and Digital Health Providers

These reforms present a clear opportunity for technology and software firms working in the healthcare sector.
